Parking Citations

The Santa Monica College Police Department, receives its authority to enforce traffic and parking regulations from the California Penal Code, the California Vehicle Code, and provisions established by the Santa Monica College District Board of Trustees. The Santa Monica Community College District Police and Safety Services Department operates under the rules and regulations of the Santa Monica Municipal Code Sections contained in Article III, Public Safety, Chapter 3, Traffic Regulations.

The following regulations are enforced on the Santa Monica College campus pursuant to sections of the California Vehicle Code:

  • Red Zone

  • Out Of Space

  • No Permit Displayed

  • Head In Only

  • Fire Lane or Zone

  • Posted Sign

  • Traffic Hazards

  • Driveway

  • Handicap Space

  • Double Parking

  • Expired registration tab (or none displayed)

This list does not prohibit officers from issuing citations for other vehicle code section violations not listed above.

Parking Citation Appeals

In accordance with California Vehicle Code section 40215, any person who feels a citation was issued in error may contest the parking citation by filing a notice of appeal with the Santa Monica College Police Department. All persons receiving a citation have the right to appeal within twenty-one (21) calendar days from the issuance of a notice of parking citation or fourteen (14) calendar days from the mailing of a notice of delinquent parking violation (CVC 40215).

To file an appeal, visit or complete the Administrative Review form, sign the statement, and return the document to Santa Monica College c/o Parking Citation Service Center, P.O. Box 11923, Santa Ana, CA 92711. The results of the appeal will be mailed to you; usually within ten (10) working days.

Furthermore, per California law, disregarding the citation will result in a “hold” being placed on the vehicle registration with the Department of Motor Vehicles (DMV). Vehicle registration will be contingent upon compliance.
